Why would that be "best"? A comment in the MANIFEST is unlikely to ever
be a good solution.
Thinking about it, I think he said safer. As in, adding a comment to the
MANIFEST was safer than adding something to META.yml. So as people
wanting to notify CPANdeps that they had a Pure Perl option would not to
cause any problems with moduless that used META.yml.
If there was a set way of having this in the META.yml it would be better :)
