It's probably more useful for cpan-wide analysis tools and specialty 
builders than anything to do with the cpan clients.

I think there's also some use from the MYMETA.yml angle where one could 
conceivably use that to easily track whether something had a binary 
module in it for fun stuff like e.g. sitewide deployment on multiple 
architectures.

So, I think it's something with a yes|no|maybe value (though never maybe 
in MYMETA.yml) and maybe pure_perl is the name, but :-/
