I believe Colin is correct regarding possibly being a weak mixture if I remember correctly the colour of the electrodes should be a pale brown - straw - colour. But as always stand to be corrected

I do not think it is running lean.
A couple of months ago I replaced the auto choke pull off diaphragm and freed up the fast idle cam on the twin choke webber but this should not affect the mixture.

I know photos don't always reproduce accurate colours but I would not have said sooty, if anything they look a tad weak?  If that's so a weak mixture causes excess heat and any carbon deposits can glow and cause the running on you mention.  Might be worth an 'Italian' tune up, good thrash above 4,000RPM.  Be careful about running weak as it can damage the exhaust valves and seats also.
 
Popping it on a gas analyser would be good to see what the CO is?
