I tried to work around that with https://en.opensuse.org/openSUSE:Packaging_checks#Suppressing_False_Positives but did not get it to work. I have now changed my spec file, so that only OpenSUSE packages will build mono-opt and mono-opt-devel, and all other RPM distros will just build a mono-opt. I hope this clears up some of the confusion...
