I think this depends which country you are in, too. If you are outside of the US, it's a bit "easier", you just have to prove you are a company. Inside the US, you NEED a DUNS. There is a quick DUNS system if they can find your info (Marco Arment detailed it on his podcast, Build and Analyse a month or 2 ago), but if they can't find your business, then it's waiting time.
