Before shortening the distance between the mast stand and the hitch I would wonder what would happen to the weight on the hitch and stability on the road. If the tow vehicle has a tailgate, a reduced distance might make it difficult to open, too.
I agree with you about the jack... They seem to have been made with the intent that they be kept dry. The lights on my trailer are sealed and have given no problems, although it helps that they're mounted high up on the guides that come almost to the gunwales and don't spend much time underwater.
