Bobbie, It definitely should not be moving. Ideally the pin should be recessed about 1/8 inch on both sides and epoxied in place.
You might getaway with it flush and using 3M 5200 but there seems to be a lot of latteral pressure while trailering. If your boat gets out of balance so one bunk board is slightly higher than the other the pin will wiggle out. The pin on my CB wiggled almost out and I didn't notice it and lost my board while sailing.
