No! The tricolor has red port, green starboard, and white aft. The
white is NOT an anchor light. An anchor light is all around white.
The tricolor is for traveling at night, not for anchoring.

It looks like the red and green lights need to be visable for 1
mile and
the stern light 2 miles
I have no idea what a tri color mast head light is?

Look into LED lights. The clamp-on ones aren't too expensive, and the
batteries last a long time. More new LED stuff is coming out all the
time. Some battery-powered Christmas lights (3 AA batteries per
string) come in the right colors (red, green, white) and cost about
$3.50 per string at Walmart currently. I haven't checked the current
draw yet, but will.
