Making Paypal the only option is apparently the idea.
I've been starting to list some stuff on eBay again this week

When starting to prepare my auctions, I was looking for something in
the help section of eBay Germany, they announce an upcoming 'policy
change':
Starting April 8 eBay will make Paypal acceptance MANDATORY for
several categories. Now this may only apply to eBay.de at this point,
look out for it to come on eBay.com.
