Indeed , a seller who mails with insurance  refunds the buyer if there's no 
delivery because he will get the insurancemoney ... but when a buyer sais he 
hasn't received i personally don't refund until the postal investigation shows 
that indeed there was no delivery and so i get my insurance money ...  i've 
once had a clown claiming he hadn't received anything , got totally agressive 
and freaked out so i refunded him , opened a search case with the postoffice 
and  that showed  later on that the buyer had received and signed for the 
parcel , let's not forget that crooks can be found  as much  amongst sellers as 
amongst buyers ... if a buyer has  insurance and sees the proof of the 
insurance and of the investigation then it's not a big deal for him to wait til
