Up to a value of 135 Pounds they only charge Import-VAT, and they want the sender to collect those and forward to them. Over 135 Pounds, they charge Import-VAT, plus Custom Duties. These depend on the nature of the goods, are calculated individually and billed to the recipient. Be that as may, it will be absolutely impossible to enforce this stupid tax-collect rule. So far, all my low-value shipments to the UK have been delivered without problems. I guess that won’t last but they will be picking up a lot of extra revenue from larger organizations like eBay so they will probably see It as a success. The risk for smaller sellers is that packages will be returned to sender because they have not followed the rules. The €150 (GBP 135) cut-off value only applies when goods are shipped to private sellers. Apparently the regulations make no difference if the sender is a business or a private party. Which means, EVERYBODY who wants to ship ANYTHING to the UK will have to apply for British VAT number. Since there is no lower end cut-off, anybody trying to send a bar of chocolate to the UK will now need a British VAT number. To make things worse: Resellers can be exempt from the Import VAT, but they will need to apply for an EORI tax number in the sender's country. So if I ship to to a business in the UK, the recipient will need to apply for a German tax ID. Also, how should the VAT be calculated? Unlike the US, where sales tax is added on top, EU prices must include applicable VAT. And what about sellers who are on margin taxation and do not declare any separate VAT at all? Lastly, how do they expect to get paid? Cash in a registered letter, perhaps, sent to 'HM the Queen, Buckingham Palace, London'? I honestly believe that the new requirements are absolutely impossible to enforce on small businesses. I should take a while until the pencil pushers realize this, so I guess we'll have to wait and see what happens. IN PRACTICE, I currently treat my UK orders like any other export shipment: For values under I €1000 I file a simplified customs declaration. You have all seen these: 'poster print, value, signature, date'. So far, this seems to be sufficient for the mail services. UPS, Fedex, DHL Express want to you write a Proforma Invoice, basically the same thing, but on larger sheet of paper. You can also include a commercial invoice instead. For values of €1000 and up in Germany ($2500 in the US) you will need to file an export declaration. Unless you are a transport specialist, it's almost impossible to fill this correctly. These requirement have nothing to do with the Brexit, though. They apply to any export shipment. So far, all shipments to the UK have gone through without problems. Very much UNLIKE my recent shipments to the US, though: Something is SERIOUSLY wrong with USPS, US Customs, US Homeland Security, or whatever other agency is meddling in the mail services these days. I have several shipment that were send in November and early December to the US that still have not cleared customs. I spoke to a colleague yesterday, and he told me had one package that took 15 weeks to arrive. I have no idea how customs will differentiate between eBay transactions and separate website transactions and how they will work out whether the VAT has been paid or not.
