Have you seen the BEGINNING READING website from the Universisty of Oregon?  
Not only does it contain incredble resources for the teaching of reading ala 
NRP SBRR recommendations but it also has a link to aguide to evaluate and 
select a reading program.  This might help.

Publishers that might meet your needs may be:

Houghton Mifflin
 
SRA (direct instruction)
Open COurt
Reading Mastery
Corrective Reading
