The NAEP web site has some past test prompts. Better yet, if you have time (and I know that's precious), look over your state test for the past few years. I noted the types of questions asked. Then I formulated my prompts or written tests in a similar way. I also reviewed the standards that I thought were addressed in the state tests, and, again, wrote to those standards.
