I've used both Read Naturally and Quick Reads.  Pros and Cons to both.
I like that Quick Reads has units that repeat vocabulary and build
background for concepts that are relevant to the curriculum.  Kids read
several passages around the same topic.  Read Naturally also has a student
read from topic areas too but they are not tied to curriculum.  They are
longer passages and not linked to one another as Quick Reads are.  Read
Naturally requires more stamina which is helpful for the intermediate
student whose fluency is lagging.  When using both, I determine the
starting level keeping in mind the work Steven Stahl did with repeated
readings.  That is, you want to be working in challenging text. 
Instructional level isn't enough of a challenge to warrant repeated
practice on one piece.  Of course, you can't be too far beyond the
instructional range.
