Better not to promote it. :-) The document is old and teaches some bad 
habits while not mentioning some important things.

I have reservations with "strongly encouraging" the use of Mozilla 
Composer in its current stage of development. At least we'd need a 
document about how to produce stylable documents (good HTML) with 
Mozilla Composer. It isn't straight-forward. I can contribute to such a 
document, but not this week. :-(
