Sure.

Do you mean the top banner only or the sidebar, too?

We could. position: fixed, looks cool at first but it may also be 
annoying. It makes scrolling slow in at least IE 5 for Mac and in some 
cases a box with a bad fixed position can interfere with reading the 
paragraph-level text.
