Since certainly not every bug would want a doc owner or dog assignee, we've also experimented a little in the in-house version of Bugzilla with having a keyword, something like 'createdoc', that means 'this bug has stuff in it that could be made into a document.' With this sort of notation, you can make reports of juicy bugs that could be used as the basis for new documents. When the bug gets resolved or settled down a little, you can take it over (if you aren't already the owner, and as an interested, documenting party) or use it as a contact-and-info-list for the relevant information, make something more permanent out of it, and take all the credit for solving people's problems by being a good mozilla.org writer.
