Not in my case to all of the above. Then again, I'm funded, so free
tools aren't as important to me. In fact, judging by my prelimnary work
with PB, I'd prefer to stay with Metrowerks, as it appears to be
faster.

Ask me again in 8 months. ;^)
As for the different build options:
I doubt you are suggesting completely abondoning any build, but...
There will be people on Mac OS 9 for the foreseeable future, though
many will begin moving to OS X very soon. So, I don't think either
platform can be ignored completely.
As for Mac OS X and the mach-o versus CFM debate: Apple has made sample
code available which indicates that it should be possible to call into
mach-o libraries from CFM (PEF) applications. I don't know if the
reverse is possible.
Therefore, I think the best long term effort would be best put toward
Mac OS X and a mach-o build, without completely abandoning the Mac OS 9
non-Carbon build.
Since I don't know how soon the mach-o build is going to be at a
useable and embeddable level, I'd really like to see Conrad's
Carbonized PPEmbed sample made available to those of us who want to get
something working on X quickly using the current Fizilla build.
Once the mach-o build gets to a stable point, then work could be done
to make available sample code for embedding the mach-o build into both
mach-o and CFM applications.
Just my $0.02.
