No.  It builds its package on top of and around the open source 
project.  But what it adds is NOT open source.

If Gecko is the "engine, and Mozilla is the "drivetrain", 
Netscape adds cruise control, air conditioning, a big stereo, 
and a convertible top.

Because the basic "engine" is open source, it is cheaper than 
developing a proprietary engine.  That means that Netscape can 
spend more time on enhancements and special features that are 
not part of the basic "engine".
