Most people don't have time to go searching for your post among the
hundreds or thousands they read/respond to a day.  If you want help,
you're going to have to help the helpers, also.

As for this particular "problem", it's not a bug.  It's intended to work
this way.  ALT text was *never* intended for tooltips, and in my
opinion, this "feature" never should have been added to Communicator. 
In any case, a standard now exists for the sort of functionality you
want.  Use the Title attribute - i.e., <img src="myImage.jpg" alt="You
can't see my image!" title="You can see my tooltip!" />
