If there really are regions where the algorithms don't work, what's
preventing the tune program from setting the tuning values such that
those regions are used?
In other words, if the default value of 11 for
SB_DIVAPPR_Q_SMALL_THRESHOLD and SB_DIV_QR_SMALL_THRESHOLD is bad, what
prevents the tune program from setting those values to 11?
