Another thought...

If one is not poor, one is not worthy of your
support?  Who do you define as those worthy of
your support?  

I was working poor for over 30 years.  Now that
my children have grown up, I have moved into a
"middle class" status.  Does that mean that I
would lose your support because I gained some
"economic freedom"?

What about those families that have more than one
income source, and by the "guidelines" are not
considered poor or middle class, but surely are
not rich, having to send their children to
college, pay child support, pay for the special
needs of their children, parents or siblings,
etc. etc. etc.

Hmmm....  again, just an afterthought.
