I can't offer history, but I can offer an observational theory. In addition to the class factor, airport pollution (noise) is created immediately by a very obvious polluter (the airlines). So it's easy to make the polluter pay (levying airline fees on the airlines' customers). Lead pollution was created many years ago by polluters who may or may not be out of business. It's harder to track down historic polluters - one reason why the feds created Superfund for toxic sites (though that solution hasn't always worked so well.)
