A good example of freeware that connects as client is the MO71 support pak.

I keep a client channel tab file out on the share for them, so when there is new queue manager added to the environment, I just update that and they can see new queue manager. If security is a concern to you, I strongly recommend using MQSeries client rather than a PCF utility. You would need to put fair amount of work though in protecting command server via other methods of access. Let me know if you want more details.
