Are they on a different DP? Could be IIS settings on the DP hanging up BITS.

These systems are newly installed into SCCM. I have checked locationservice, 
WUAhandler, scanagent, Updatedeployment logs but not found any root cause for 
this.

Other systems in similar environment are getting patched but few are stuck in 
downloading.

No communication issue with site server; the only thing I observed it is not 
showing updates download complete status in updatedeployment log.

Check out the client logs perhaps? What have you tried so far? Were updates 
ever working?

As per "States 1 - Enforcement states for a deployment" report, systems are 
showing downloading and not moving to any other state.

Any help to find out root cause for this?
