Have you looked in the c:\windows\panther\setupact.log file to see what the 
update process is doing to take so long? It’s a huge log but the entries are 
timestamped so you might be able to scan through it and find large amounts of 
time being consumed by some of the steps.

I am stumped as to why it is so much longer now, almost 4 x, compared to Win 7 
to Win 10 1607.
