There are some programs that can do a scan: DOSSCAN and PHYSCAN. I think at 
least one of those are on FUNet. THey can scan, but not mark sectors as BAD. 
But it's useful to check a disk's integrity. Also the program X-COPY (by 
Moonsoft) can do this.
A drawback: some errors are not really reproducable. Sometimes I get different 
number of errors for the same disk when I scan it again.
