The new wording would make sense if all new arrangements of pop songs were
covers, but that's certainly not the case.

What about:

"This should rarely be used for pop music, where you should generally just
link both [[Recording|recordings]] as  [[Performance Relationship
Type<http://wiki.musicbrainz.org/Performance_Relationship_Type>|performances]]
of the same [[Work|work]], with the "cover" attribute checked if
appropriate."
