You want to support files with wrong charset declarations.  Why not
fix the ID3v2 tags in the first place?  They are obviously broken!

People will only continue to create files with broken tags if they
know software supports it.  All the programs you listed take
some responsibility for this problem.  I wouldn't like to add MPD to
that list of bad software.
