I have been told that this is in fact a common abuse of Bcc.
Apparently it is guarranteed that recipients in the To and Cc fields
will not receive the Bcc field, but it is not guarranteed that
recipients in the Bcc field will not receive the Bcc field. I have
used MTAs that work like this, too, so you can't hide the addresses by
using Bcc. Instead I was told to use a group, something like:
To: people: a@b, x@y, etc@etc ;
But with other MTAs, this method doesn't work ...
