Well, setting the header right (ie. Reply-To: <list>) is hardly Mailmans fault. I'm almost 100% sure that this can be easily changed. You're 100% on track ;) At least judging from the Mailman installations on Sourceforge and on Berlios, I don't think it's standard behaviour. IIRC, it also has a very strong misleading phrase, stating that enabling this option (which is disabled, IIRC) is "wrong".
