Ah! Adding -m ntsc on the command line seems to have made all the difference. 
It doesn't matter what VLC options I have specified. It also didn't seem to 
make a difference, strangely enough, whether I had specified NTSC in the 
options menu; it all came down to the -m ntsc.

The -m ntsc also fixed this problem.

And once I got perlboot (mvpboot) working correctly, everything is great. No 
more relying on Windows on VMware.
