OK, so it isn't that. I reread your prior email and I see you said:

but you don't mention whether you tested access to the tftp server from 
a machine on the DMZ. That would be worth checking.

If that works, what's left? An incompatibility between the MVP and 
dhcp-relay?

How busy is your DMZ segment? Can you eliminate all filtering and log 
all packets?
