Follow-up Comment #1, bug #17140 (project mypaint):
Another possible solution would be that you are not allowed to select a layer
that has visibility turned off.
How did you switch layers? If you were using the keyboard shortcuts for "next
layer", a better solution would be that this shortcut should skip over
invisible layers.
