Follow-up Comment #3, bug #17140 (project mypaint):
Since we only allow you to move the selected layer, not allowing to select a
non-visible layer would be somewhat surprising and annoying.
I think just not allowing to paint on non-visible layers is the best
solution. This includes layers that have an opacity of 0 of course.
