I actually copy and paste layers a lot. :)  My workflow seems to be evolving
to "sketch in GIMP where I can check perspective with grids and measurement
tool.  Copy and paste layer to mypaint.  Finish painting.  Crop and process
in GIMP."

However, the idea of a utility or set of utilities that add value to the
Open Raster format has some merit.  Perhaps in the future the functionality
could be turned into a library, and different apps could implement
interfaces as they see fit.
