I don't think so. Selection is a complex concept best left to applications
that really make use of it.  It is not something you add in an afternoon or
two just for some corner usecase, and it doesn't really fit into MyPaint. 
You're supposed to create something from scratch, not edit it.

If you really need to fix such a thing, copy the layer, paste into GIMP,
split it there, copy/paste both layers back.  Or edit the .ora with Krita.

Maybe your problem could be solved in MyPaint by other means.

If the strokes are still undoable, we could (at least from a technical point
of view) add a feature "redo strokes on other layer".  We could increase the
number of undo steps a bit for this whenever memory allows it.

If the new strokes are well isolated from the rest of the layer, then we
could add something like "split unconnected layer parts".  (Allthough that
could leave the user constantly fearing that some accidental stroke might
connect the parts.)

The most effective solution is to make sure you don't screw up in the first
place, that is, make you more aware of what layer you're on.  But this works
only if you realized you need a new layer when you started.  It would be
easier if you don't have to create layers all the time, just in case.
