An updated simplified chinese translation is available here : http://popolon.free.fr/mypaint/patchs/zh_CN.po It covers the whole basic interface (67% of the strings). There is work to do on brush presets, the most hard part to translate.
At least it's usable as painting tool with actual brushes.
