You might be looking for the Group Isolation toggle. Mask layers are
mostly intended to be used within isolated groups[1]. Try making a
structure like

├─ layer2
├─ group (isolated)
│  ├─ mask (destination-in)
│  ├─ masked2
│  └─ masked1
├─ layer1
└─ <hidden background layer>

The mask lets through only the "destination" inside itself, i.e. the
layers behind it. Making a group isolated means its contents are all
rendered separately, so in this case there are 4 layers behind "mask"
if "group" is not isolated, and 2 if "group" is isolated.
