My settings are the same, except I have the bind-address set to my local IP
of 192.168.1.128. I tried 0.0.0.0, and I still cannot connect from other
machines.

I just checked my ubuntu config and I have:
Port = 3306
Bind-address = 0.0.0.0
Pid-file = /var/run/mysqld/mysqld.pid
Socket = /var/run/mysqld/mysqld.sock
Nothig is in upper case. My phone is doing that for me.
