Hi Error 13 is from the OS - nothing to do with locks or whatever.
However, when you add a new field (or change the table structure in (nearly) any way), mysqld will create a temporary table in the database directory - are you sure that the permissions on the directory are correct? Remember, it is the user running mysqld that needs the permissions, not the user running the command.
