We had a similar problem, we could connect through a socket (localhost), but not TCP/IP. Check your hosts.allow and hosts files. It is most likely that either hosts.allow isn't set up to allow connections or the server connecting isn't in the hosts file. This only applies when the 2013 happens during connection via TCP/IP and not socket.
