Where is mysql being started from? Are you familiar with your computer's boot sequence? If not, don't touch it. The my.cnf file doesn't change how your platform launches safe_mysqld. Wherever your computer runs safe_mysqld, make sure it does it as the user you want it to run as. Again, if you're unsure how to do this, consider buying someone's time (or a book) for how to do it.
