Use 'localhost' as the host unless you are specifying the grant to be for users on another machine.
'%' stands for all machines except 'localhost'.

What do you mean by ' doesn't work ' ? Have you tried connecting from another machine?

yes. no diffrence. Specifying '%' or no host doesn't work for me.
