connection problems

I am getting the following log entry when ever I try to connect to mysql 
from the network.

mysqld[2857]: refused connect from 192.168.1.28

This is on an SuSE 9.0 linux box and I haven't enabled any firewall yet 
so I don't know why this would be happening.  Any ideas?
