In a nutshell, why gel topcoat doesn't work is that the polish dries through evaporation. The vapours that raise up from the polish would have nowhere to go if the nail was sealed with the gel top coat thus cracking it as it tries to push through the top coat.

Anyway, gel topcoat and nail polish don't go together well at all. I've experienced everything from cracking to peeling and bubbling. Tried it years ago. Not worth it.
