The monopoly probably exists because it's so expensive to be there.  There
are a ton of factors.  If it was so easy, why don't you start up your own
ISP (with blackjack and hookers)?

Dovid - you didn't even answer the first question, why do you need a /29?
What problem are you trying to solve with a publicly routable block?
