Actually this idea was proposed *by *the "government"! This appears to be the original AP story. http://www.toledoblade.com/news/2011/06/24/Experiment-with-power-grid-may-throw-off-your-electric-clock.html It seems the proposal was from the Federal Energy Regulatory Commission. This article was all over the news in the summer of 2011 but I haven't seen a mention of it since. Apparently they decided not to do it, or they did it and the effect wasn't evident.
