I have a Systron Donner frequency counter with an integral cord that's 120V 
only. Some idiot chopped the ground pin off. With it plugged in and turned OFF 
I can feel a tingle when I touch the case. I measure 54V RMS from the case to 
ground.

I asked a friend who's an EE about it and he told me that the EMI filtering 
contains resistors from both hot and neutral to ground. In his words, "Put a 
damn grounded plug on it!" I installed a new grounded plug and the tingle is 
gone. Zero volts from case to ground.

I'll post some pictures of it later.
