This sounds logical: many people have (bad) ideas, few people
actually do anything good :-(
Very few people have good ideas. Said in another way, good leaders are
rare.

They will still be able to use Nessus3 for free. Even Nessus2 is good
enough: small companies => small systems. You don't need much power to
scan them.
